Weber 32/36 MPG?

So my plan to turbo my E16 in my 83 Sentra using R1 carbs has changed. Its now going to be my daily and need to keep my MPG. I won't say what car I got to turn into a "race car"... (Ok its a Civic...)

So two questions. One, would I still get my 40mpg with a Weber 32/36? And two, is the high swirl head worth keeping for better mpg, or would a 52a "hemi" head be worth swapping to for any power?

If the weber is jetted correctly, yes, it will return the same figures.

Are there telltale signs that the weber is jetted correctly beforehand?
