A rally car club is still a CAMS Club!, that lets you get a licence and then you can run at Sprint events, hillclimbs, motorkhanas . . . .
Normally you can attend any clubs events anywhere, just pay your maney. Some of them give priority to their own members, but thats not normally a bit problem, cause there is often spots that go to non members. Just ask the organisers. Check events on:

it lets you search by state and type for any event with CAMS approval.
