I would not drill and tap unless you plan to remove the head. You should be able to make a plate say 10 mm thick drill old hole and new hole then weld or lock in the studs that hold the rocker cover on to the new hole. Get some high tensile bolts to hold rocker arms to the head ( original holes) You...
